Shrapnel Shot is a common shotgun mod with a kill trigger: each kill grants a critical multiplier bonus that lasts while you aim. At rank 5 the bonus is +99% and holds for 9 seconds, so it rewards a steady chain of kills with a crit-focused shotgun.
It was added in Hotfix 18.4.1 and comes from enemy drops, which the table on this page lists in detail. There is no transmutation route for it. Because the bonus only applies while aiming, it works best on shotguns with a tight spread and a decent base critical chance.
