Shattering Impact permanently reduces an enemy's base armor by 1 per rank when you deal Impact damage with a melee weapon, reaching 6 at max rank. It is a niche way to wear down armored targets over time.
It drops from enemies as the table lists, and can also be created by transmutation. Use it on melee weapons with a strong Impact component and fast attacks to build up the armor reduction quickly.
Shattering Impact was added with Update 17.0 (July 2015).
