Both bonuses stack additively with similar mods, so pairing it with other dual-stat elemental mods quickly pushes a pistol's status chance very high.
It is a random reward for Spy missions finished with all three data vaults hacked, and Baro Ki'Teer has offered it as well. Since its status bonus works with any element mix, it fits most status-focused secondary builds.
