Neutralize is a precept mod for the Chesa Kubrow: the kubrow roars and disarms nearby enemies, who stumble and drop their weapons. The radius grows from 5 metres to 10 metres over its ranks, and the disarm is permanent.
You do not farm it separately, as it is added to your collection automatically when you obtain a Chesa Kubrow. It has a 15-second cooldown, so it works as steady crowd control against gun-wielding enemies.
Neutralize was added with Update 17.0 (July 2015).
