Mecha Empowered is an aura from the Mecha set that increases pistol ammo recovery. As a set mod it grants multiplicative bonus damage against marked enemies, but only for Warframe weapons and abilities, not Operator or companion damage.
It drops from Fortuna bounties on Orb Vallis, with good chances in the later stages. Combine it with the other Mecha mods to improve the set bonus.
Mecha Empowered was added with Update 24.0 (November 2018).
