Howl is a precept for the Raksa Kubrow that lets out a frightening cry which slows enemies. At max rank it affects 15 enemies within 24 meters for 16 seconds, and affected enemies are slowed by roughly 40%.
You get Howl automatically when you obtain a Raksa Kubrow. It has a cooldown of 40 seconds, so it works as a crowd-control tool rather than a constant effect, ideal for managing groups in tougher missions.
Howl was added with Update 14.0 (July 2014).
