PuncturePuncturePuncturePunctureAccelerated Blast increases shotgun Fire Rate and Puncture damage by 15% per rank, up to 60% for both at max rank. It pairs with Shotgun Barrage and Frail Momentum for a very large total fire rate boost.
The wiki lists only random drops: Nightmare mode missions and enemy drop tables. The Puncture part is mostly relevant for the few primarily Puncture shotguns such as the Hek, Corinth and Cedo.
Accelerated Blast was added with Update 9.0 (July 2013).
