Dual Viciss are Scaldra dual sickles carried by Scaldra Flayers. Inflicting Gas status effects gives you a Movement Speed and Attack Speed bonus, which stacks additively with mods like Fury.
Minerva of The Hex sells the blueprints at Rank 5 (Pizza Party), at 5,000 Standing for each of two component copies and 15,000 for the main blueprint. The weapon is also part of the Scaldra Dominance Pack in the store. Build for Gas procs to keep the speed buff going.
