The wave triggers at every multiple of 3,000, so 6,000 and 9,000 count as well.
Eleanor of The Hex sells it for 7,500 Standing at rank 4 (Hot & Fresh), and it can also come from the 1999 Calendar and Höllvania mission rewards. It rewards Warframes that generate lots of Overguard.
