Arcane Momentum has a 60% chance, on each critical hit, to raise the reload speed of Sniper-type weapons for 12 seconds. The duration can be refreshed while it is active, and the bonus stacks additively with mods like Fast Hands.
You earn it by killing or capturing the Eidolon Teralyst, or from Rotation C of Orphix missions on Venus, Neptune and Pluto Proxima. As the name suggests, it only matters if you play Vectis-style sniper rifles.
Arcane Momentum was added with Update 17.9.1 (October 2015).
