Arcane Ice Storm grants Ability Strength and Ability Duration when an enemy is frozen from 10 Cold stacks, stacking up to 20 times. Companion weapons do not trigger it, even when modded with Manifold Bond.
It can come from the optional Sister of Parvos in Ascension, from Ordis in the Drifter's Camp for 10 Vestigial Motes (210 total for max rank), or from Praghasa for Moonflesh during Epoch Operation: Taubound. Pair it with Cold-focused weapons for fast stacks.
