That stops the confusion that makes allies shoot each other.
It is awarded for capturing the Eidolon Teralyst and drops in Rotation C of Orphix missions on Neptune Proxima and Veil Proxima. Bring it for missions against factions that use Radiation damage.
Arcane Healing was added with Update 16.0 (March 2015).
