That removes the bleed damage that bypasses armor.
It is awarded for capturing the Eidolon Teralyst and drops in Rotation C of Orphix missions on Pluto Proxima and Veil Proxima. Slot it against Slash-heavy enemy factions when bleeds are the main threat.
Arcane Deflection was added with Update 16.0 (March 2015).
